چکیده:
تأسیس مجمع کشورهای صادرکنندة گاز در سال 2001 در تهران بدون شک از کلیدیترین وقایع سالهای اخیر در صنعت گاز است. بخش درخور توجهی از صادرات کشورهای عضو مجمع به صورت LNG است؛ از اینرو، تدوین سیاستی مبتنی بر همکاری بین کشورهای عضو در عرصة صادرات LNG اهمیت و نقش بسزایی خواهد داشت. شواهد دلالت بر آن دارد که الگوی صادرات LNG کشورهای عضو مجمع غیربهینه و غیراقتصادی است. از اینرو در این مقاله نخست، وضعیت کشورهای عضو مجمع در زمینة صادرات LNG، مسیرهای صادراتی و بازارهای هدف آنها بررسی و در ادامه یک بازی همکارانه بین کشورهای عضو، مبتنی بر روش برنامهریزی خطی، تدوین میشود. نتایج مبین آن است که کشورهای عضو میتوانند، از طریق بازنگری در الگوی صادرات خود و جابهجایی در بازارهای هدف صادراتی، هزینههای ترانزیت LNG را تا حد درخور ملاحظهای کاهش دهند. در نهایت، روشی برای تقسیم منافع بازی ارائه شده است.
Establishment of the Gas Exporting Countries Forum in Tehran in 2001 has proved to be one of the most important changes in the gas market. GECF has a considerable share in the world Liquefied Natural Gas (LNG) trade. Facts show that current routes of LNG trade are not optimal. Hence، in this paper we examine the development of cooperative strategies between countries exporting (LNG) and members of the Gas Exporting Countries Forum (GECF). To follow this goal، first we study the statue of GECF members in gas market، and then using a simple linear programing approach we find the optimal LNG trade routes for GECF members. The numerical results suggest that، in the absence of geopolitical problems، this cooperative strategy will probably be a rational move for all of the LNG exporters. The problem of gain sharing is then formulated using cooperative game theory concepts.
