چکیده:
ﭘﮋوﻫﺶ ﺟﺎری، ﺑﻪ ﺑﺮرﺳﯽ ﻣﻮاﻧﻊ، ﭼﺎﻟﺶﻫﺎ و ﻣﻮاﺿﻊ ﮐﺸﻮرﻫﺎی ﻋﻀﻮ اﺗﺤﺎدﯾﻪ اروﭘﺎ در ﻗﺒﺎل روﻧﺪ ﻓﺪراﻟﯿﺴﻢ و ﺗﺸﮑﯿﻞ ﯾﮏ اﺑﺮدوﻟﺖ اروﭘﺎﯾﯽ ﻣﯽﭘﺮدازد. ﺑﺎ ﻃﺮح اﯾﻦ ﺳﺆال ﮐﻪ؛ ﭼﻪ ﻋﻮاﻣﻠﯽ ﺗﺎﮐﻨﻮن ﻣﺎﻧﻊ از ﺗﻤﺮﮐﺰ اﺻﻠﯽ ﻗﺪرت و ﺗﺼﻤﯿﻢﮔﯿﺮی در ﺳﺎﺧﺘﺎر اﺗﺤﺎدﯾﻪ اروﭘﺎ ﮔﺮدﯾﺪهاﻧﺪ؟ ﻓﺮض را ﺑﺮ آن ﮔﺬاﺷﺘﯿﻢ ﮐﻪ؛ ﺗﻔﺎوتﻫﺎی ﻓﺮﻫﻨﮕﯽ و ﮔﺮاﯾﺶ ﺑﻪ ﺣﻔﻆ ﻗﺪرت ﻣﻠﯽ، ﻣﻮاﻧﻊ اﺻﻠﯽ ﺑﺮ ﺳﺮ راه ﻫﻢﮔﺮاﯾﯽ ﻄﻠﻖ، و واﮔﺬاری ﺗﻤﺎم اﺧﺘﯿﺎرﻫﺎ ﺑﻪ ﻧﻬﺎد اﺗﺤﺎدﯾﻪ اروﭘﺎ ﻣﯽﺑﺎﺷﻨﺪ. در اﯾﻦ ﭘﮋوﻫﺶ ﺑﺎ روش ﺗﺤﻠﯿﻠﯽ- ﺗﻮﺻﯿﻔﯽ ﺳﻌﯽ ﮔﺮدﯾﺪ ﺗﺎ زمینه های ﻣﺨﺘﻠﻒ ﺷﮑﻞﮔﯿﺮی ﻓﺪراﻟﯿﺴﻢ در اروﭘﺎ و ﺳﯿﺮ ﺗﺪرﯾﺠﯽ و ﺗﺎرﯾﺨﯽ اﻓﺰاﯾﺶ ﻗﺪرت ﺳﺎﺧﺘﺎری و ﺗﻤﺮﮐﺰ ﺗﺼﻤﯿﻢﮔﯿﺮی؛ از ﻣﻌﺎﻫﺪ ﭘﺎرﯾشﺲ ﮔﺮﻓﺘﻪ، ﺗﺎ ﻣﻌﺎﻫﺪه ﻗﺎﻧﻮن اﺳﺎﺳﯽ و ﻟﯿﺴﺒﻮن، ﻣﻮرد ﺑﺮرﺳﯽ ﻗﺮار ﮔﯿﺮد. ﺑﻪ ﻟﺤﺎظ اﻫﻤﯿﺖ ﻗﺎﻧﻮن اﺳﺎﺳﯽ، ﮐﻪ ﻧﻘﻄﻪ ﻋﻄﻔﯽ در روﻧﺪ ﻓﺪشرالﮔﺮاﯾﯽ ﺑﻪ ﺣﺴﺎب ﻣﯽآﯾﺪ، اﯾﻦ ﻣﻌﺎﻫﺪه، و ﻫﻢﭼﻨﯿﻦ ﻣﻌﺎﻫﺪه ﻟﯿﺴﺒﻮن، ﺑﻪ ﻃﻮر وﯾﮋه ﻣﻮرد ﺑﺮرﺳﯽ ﻗﺮار ﮔﺮﻓﺘﻨﺪ؛ و ﺑﺎ ﻣﺮاﺟﻌ ﺑﻪ آرای ﮐﺸﻮرﻫﺎی ﻣﻄﺮح در اﺗﺤﺎدﯾﻪ و ﻧﮕﺎه ﺳﯿﺎﺳﺖﻣﺪاران و ﻣﺮدم، ﻣﻮاﺿﻊ ﻣﺨﺘﻠﻒ در اﯾﻦ زﻣﯿﻨﻪ ﻣﻮرد ﺗﺤﻠﯿﻞ ﻗﺮار ﮔﺮﻓﺖ. ﺑﺎ ﺗﻮﺟ ﺑﻪ ﯾﺎﻓﺘﻪﻫﺎ، ﻫﻨﻮز راه ﻃﻮﻻﻧﯽ ﺑﺮای ﺗﺸﮑﯿﻞ ﯾﮏ اﺑﺮدوﻟﺖ اروﭘﺎﯾﯽ در ﭘﯿﺶ اﺳﺖ؛ و ﻣﻬﻤﺘﺮﯾﻦ ﻣﻮاﻧﻊ ﺑﺮ ﺳﺮ اﯾﻦ راه؛ ﺗﻌﺼﺐﻫﺎی ﻣﻠﯽ، ﺗﻔﺎوتﻫﺎی ﻓﺮﻫﻨﮕﯽ، ﺗﻔﺎوت در ﻣﯿﺰان ﺗﻮﺳﻌﻪ ﯾﺎﻓﺘﮕﯽ، رﺷﺪ اﻗﺘﺼﺎدی و ﻋﺪم ﺗﻤﺎﯾﻞ ﺳﯿﺎﺳﺖﻣﺪاران ﮐﺸﻮرﻫﺎ ﺑﻪ واﮔﺬاری ﻗﺪرت ﻣﯽ-ﺑﺎﺷﺪ.
This research will endeavor to explore the obstacles and challenges ahead of forming a federal government in
Europe. Thus, different European countries’ stances toward this form of governance are examined. The question
was that "what are the factors preventing the concentration of power and decision-making in the European
Union?", and in response, the hypothesis given here was that "the cultural differences between countries and their
tendencies to maintain national authority are the main obstacles in the way of full integration and yielding
sovereignty to a Pan-European institution." An analytical-explanatory method was used to explore the
possibilities of forming a federal Europe, and in line with this, the historical process of concentration of power
and decision-making in the EU, from Treaty of Paris to the TSE (Treaty establishing a Constitution for Europe or
the European Constitution) and the Treaty of Lisbon, were explored. Due to the importance of constitution in the
formation of federalism, the European Constitution and the Treaty of Lisbon received special attention. Major
powers’ stances and positions of politicians and public’s attitudes in the EU toward the issue were also studied.
The results showed that there is still a long way ahead to establish a European superstate and the major obstacles
are: national bias; cultural differences; different levels of economic development and economic growth;
politicians’ reluctance to relinquish power.

اکنون زمان عمل کردن است ؛ و ما از نمایندگان پارلمان اروپا تقاضا داریم در راستای اهداف زیر تلاش نمایند؛ 1 Pearson and Pollard 2 The Sun: 20 juin 2003 65 ١- سیاست اقتصادی اروپایی همبسته تر؛ ٢- دستورالعمل محیطی و انرژی اروپایی؛ ٣- کلاه آبیهای اروپایی برای کمک به صلح جهان ؛ ٤- حقوق شهروندی اروپایی؛ و ٥- توجه به نمادهای اروپایی (فدرالیستس کافتبل ١: ٢٠١٢) نتیجه گیری این که چرا ایده فدرالیسم دوام آورده است ، و چرا نخبگان اروپایی باور کرده اند که بنیان نهادن دولتی فدرال در اروپا هم ممکن و هم مطلوب است ، سرانجام به سودمندی همگرایی اروپا باز می گردد؛ که در واقع برای دولت -ملت های اروپایی این امکان را فراهم آورده است ، که روش های سنتی سیاست قدرت را کنار بگذارند، آلمان را رام کنند، و بسیاری دیگر از دستاوردهای اقتصادی را برایشان به همراه آورده است ."
