"گزارش اخیر"کنفرانس توسعه و تجارت سازمان ملل متحد"(آنکتاد)تحت"عنوان سرمایهگذاری جهانی در سال 1999:سرمایهگذاری مستقیم و چالشهای توسعه"در کنفرانس مطبوعاتی 27 سپتامبر در محل صندوق بین المللی پول ( IMF ) ضمن بیان این مطلب تأکید میکند که کشورهایی که قادر به جذب سرمایهگذاری مستقیم خارجی نیستند،در معرض خطر حاشیهای شدن در صحنه اقتصاد جهانی قرار میگیرند.
در سال 1998،جریان سرمایهگذاری مستقیم خارجی به حوزهء آمریکای لاتین و کارائیب،با 5 درصد افزایش نسبت به سال 1997 به 71 میلیارد دلار بالغ شده است بطوری که،سهم برزیل و مکزیک از این سرمایهگذاری به ترتیب 28 و 10 میلیارد دلار میباشد.
بدین ترتیب گزارش آنکتاد تأکید میکند که مسأله حیاتی برای کشورهای در حال توسعهای که مبادرت به جذب سرمایهگذاری مستقیم خارجی ( FDI ) نکردهاند ایجاد شرایطی مساعد است تا بتوانند منافع حاصل از این جریانها را به نفع خود به حد اکثر برسانند."
