این کتاب به بررسی مسئلۀ تبعیض نهان،اما شدید علیه شیعیان میپردازد؛امری که اساسا وجود آن نه تنها توسط دولتهای عرب،بلکه جوامع عرب نیز نفیمیشود علاوه بر این،شیعیان نیز خود تمایل چندانی به بحث عمومی دربارۀ آنندارند.
نویسندگان،مسائل جامعۀ شیعه را در بطن جوامع عرب بررسی میکنند؛جوامعی که حتی اکثریت اهل تسنن نیز از حقوق خود بیبهرهاند.
چنین برداشتی البته نادرست است؛زیرا اگرچه دموکراسی در این دو کشور ممکن است اکثریت شیعه را به قدرت برساند،اما چنین روندی به سود سنیان نیز خواهد بود؛چرا که در غیر این صورت،حکومتهایناکارآمد و فاسد تحت رهبری قدرتمندان سنی نه تنها شیعیان،بلکه تودههای سنی را نیزمتضرر خواهند کرد.
مؤلفان در موارد چندی تصدیق میکند که این انقلاب اسلامی ایران بود کهعمق محنت شیعیان عرب را آشکار ساخت و به جنبشهای آنها حرکت بخشید و درمجموع،سیاست ایران در قبال آنان را نفع جویانه میخوانند.
این نکته شاید درست باشد که شیعیان عرب پس از انقلاب اسلامی ایران درکشورهای خود مورد ایذا و آزار بیشتری واقع شدند،اما،بر خلاف نظر نویسندگانکتاب،چنین وضعیتی را نمیتوان به سیاست خارجی نفع طلبانۀ ایران نسبت داد؛چرا که سیاست خارجی ایران در دهۀ 1980 میلادی و تا حد قابل توجهی حتی پساز آن،بر مبنای نگرشهای ایدئولوژیک و نه منافع ملی ایران شکل گرفت."
