In his socio-analytical examination of action and social life, Farabi analyzes society as a system with a hierarchical structure. The determining factor in this hierarchy is the natural and psychological characteristics of individuals, their abilities, and skills, which are shaped through individual work and effort. However, this work takes place within a social structure produced and maintained by politicians, which creates specific social conditions. Therefore, Farabi attributes special importance to the role and agency of leadership and politics. Alongside the importance of leadership, Farabi also values awareness, thought, and mental and spiritual components, and consequently, education and training, which foster the development of specific talents and skills in humans. Thus, Farabi is a culture-oriented thinker who believes that values, norms, symbols, beliefs, and people's attitudes play a decisive role in their social actions. Therefore, from Farabi's point of view: 'Those who are worthy rule over people,' which is a manifestation of this verse from the Quran: "Indeed, Allah does not change the condition of a people until they change what is in themselves."
