This research examines the overarching goals of the two countries, Iran and Saudi Arabia. From the authors' point of view, analyzing the relationship between the two countries with regard to these goals, which shape their foreign policy, can help us explain the above goals. This research analytically examines the theoretical dimensions shaping the mental structure governing these relations, based on referencing past events in the relationship between the two countries, without focusing on a specific period. This research also addresses the existing structural obstacles that hinder the improvement of relations between the two countries. Finally, the extent to which the two countries are able to transition from a state of conflict and competition to sustainable rational cooperation and interaction is presented in the conclusion.

Overarching Goals of Saudi Arabia According to the announcement of the Saudi Ministry of Foreign Affairs, the principles and foundations of the country's foreign policy consist of the following components: 1-Alignment with the foundations of the lofty Islamic Sharia as the law of the Kingdom of Saudi Arabia; 2-Respect for the principle of sovereignty and non-interference in the internal affairs of any state, and rejection of any attempt to interfere in its internal affairs; 3-Efforts to expand international peace and justice, and rejection of the use of force and any action that threatens world peace or leads to the consolidation of oppression and tyranny; 4-Condemning and rejecting all forms and methods of global terrorism and emphasizing the innocence of Islam from any terrorist activity; 5-Adherence to international law and multilateral and bilateral treaties and covenants, and respect for them within the framework of international organizations and outside of them; 6-Supporting Arab and Islamic issues in international forums through continuous assistance and all political, diplomatic, and economic means; 7-Not committing to and rejecting alliances and coalitions that harm international peace and security, and respecting the right of peoples to self-determination and their legal rights to defend themselves; 8-Employing a firm and balanced policy in the field of oil production and sales, given the position of the Kingdom of Saudi Arabia as one of the largest producers and holders of the largest oil reserves in the world( /as.
Now, considering the actual policies of Saudi Arabia and the attitude of its instrumental elites, we can summarize the country's overarching goals into three points: 1-Economic growth and development, preservation of territorial integrity and national sovereignty; 2-Strengthening and consolidating Arab-Islamic solidarity with Saudi Arabia at its center, and supporting the political and economic support of Muslim minorities; 3-Cooperation with international and regional powers to maintain the status quo and advance the peace process in the Middle East.
