Due to the complexity of the nature and manner of committing corruption-related crimes, mechanisms to combat these crimes also require special requirements. One of the most important of these mechanisms is the establishment of national anti-corruption institutions, which specialize in combating corruption and have been expanding in recent years. This paper’s findings, using a descriptive-analytical method and a comparative advantage measurement, indicate that the model of institutional unity is more compatible with the legal order of the Islamic Republic of Iran in contrast to institutional pluralism. Also, in designing the proposed single institution, the principles that have been ignored in the current anti-corruption institutions should be considered. Among the most important of these principles is the immunity of the anti-corruption institution’s officials, the independence of the institution in providing financial credits and its internal and external accountability.

The National Reference Council of the United Nations Convention Against Corruption, whose secretariat is located in the Ministry of Justice, according to paragraph 12 of Article 3 of its bylaws 1, is responsible for supervising and continuously monitoring the implementation and evaluation of the provisions of the Convention and, according to paragraph 28 of the aforementioned bylaws, should strive to provide appropriate reporting on national anti-corruption and prevention institutions to the Convention Secretariat in the process of reviewing the implementation of commitments arising from the Convention in the Islamic Republic of Iran; a mission that, given the institutional confusion existing in the country in the field of combating corruption, will likely be difficult to implement.
With these explanations and considering the legal-political structure of the country, it seems that following the model of a single national anti-corruption institution, if it enjoys legal support, appropriate financial and human resources, and proper placement, can achieve much better successes in the field of preventing and combating corruption.
