This article examines the state budget from the perspective of power and political science, focusing on the analytical unit of "the current budget agreement of the Presidential Institution". The influence of political power and the influence of high-ranking government bureaucrats can be detrimental to the expert system. Power, especially in the process of credits and budget allocation, including in miscellaneous budget lines, can be applied. At the same time, this influence is also visible in the auditing and evaluation process. This article takes a micro-look at the budget, focusing on the agreement exchanged between the Management and Planning Organization and the Presidential Institution, in order to confirm the hypothesis that the influence of bureaucratic-political officials weakens the budget expert system and leads the budgeting process into ambiguity.
