Occupational health and safety systems have a unique role in sustainable development of Hazardous Industries. The aim of this research is investigating and assessing of H3SE performance Excellence systems. To achieve mentioned goal by qualitative approach and multi grounded theory tools H3SE excellence model was described. Mentioned tools contain two qualitative research methods (Meta synthesis and grounded theory). In the first step were a systematic literature review and assessment tools. Then second part was focused on contingent factor of problem.Research finding reveal that safety performance system has evolutional trend, and involve environmental, social, security issues. In summary process, leadership, soci-environmental result and employee result are the most important criteria. It should be noted some differences among twelve criteria (especially process orientation, leadership and key performance indicators) in Grounded theory and Meta synthesis were observed.

The findings of the research indicate that safety performance evaluation models have had an evolutionary development path; so that environmental management systems, safety and social responsibility systems have become intertwined with older systems.
It is worth noting that differences were observed in terms of attention to the twelve components, including process orientation, leadership, and key performance results, in the methods of grounded theory and meta-synthesis.
Some depict the concept of sustainability at the organizational level with tools such as safety management, occupational health, social and environmental responsibility, and security within the organization (Tsai & Cho, 2009).

Sustainable Development Model in High-Risk Industries (Petrochemical) In the present research, to evaluate the prioritization of twelve sustainable excellence indicators from the perspective of objective knowledge (obtained from meta-synthesis of scientific documents) and the tacit knowledge of HSE3 industry employees in petrochemicals, the competitive analysis index was investigated (Figure 6).
