Changes in the constituting world system have caused Turkey to reformulate its interests within the framework of the aforementioned emerging system. The result of the constitution of the new model governing the foreign policy of this country is to establish balanced and multilateral relations with different governments and regions in line with the changes in the global power configuration. Parallel to the dynamics in the international system, its peripheral and internal environment, Turkey has put a development-oriented foreign policy with emphasis on multiple elements of power, not only with its neighbors but also with other countries and regions. Africa is one of the strategic priorities of Turkey's foreign policy. This country's relations with Africa are affected by internal challenges and changes in the global political economy. The purpose of this article is to explain the nature of power in Turkey's foreign policy interactions with African countries. The question of the research is that the development policy of Turkey's interactions in Africa is pursued with which mechanisms? The research hypothesis is designed in such a way that the new doctrine of Turkey's foreign policy in Africa can be conceptualized in the framework of smart power. The research has been carried out in the framework of the theory of smart power and with the descriptive-analytical method and the technique of extracting documents from documentary sources
