Considering the decrease in trust, participation, and the quality of the organizational network in many government departments, this article aims to investigate the impact of social capital on promoting the organizational culture of employees of the Education Department of Kerman County. This research is applied in terms of purpose and descriptive-correlational in terms of data collection method. The tool used is a standard questionnaire. The reliability of the questionnaire was confirmed by calculating Cronbach's alpha coefficient (equivalent to 0.79). The statistical population of the research includes 9000 employees working in the General Organization for Education in Kerman City, of which 370 people were selected and measured using simple random sampling based on Cochran's formula. The results of the research show that 50% of the changes that promote the organizational culture of education are dependent on the level of social capital of the employees of this department. Among the components of social capital, "institutional trust" and "quality of the organizational network" had the most impact on promoting the organizational culture under study.

The results of the research model test show that the dimensions of social capital explain 50% of the changes related to organizational culture.
