This article examines the economic relations between Turkey and Russia during Putin's rule. This period is considered as a critical period in the bilateral relations of these countries, which has been associated with political, economic and regional developments. It analyzes the historical relations between the two countries and then analyzes Putin's economic policies and their effect on the economic relations with Turkey. Also, Turkey's role in regional economic relations and the effects of sanctions and global changes on bilateral relations are examined. Considering the strategic importance of these relations for the region and the world, the aim of this article is to gain a deeper understanding of the economic and political dynamics of the fundamental region.

Among the efforts of the two countries to reduce dependence, the following cases can be mentioned: In the official documents of the Russian government, the following items have been specified as Russia's strategic energy priorities until 2030, which indicates an interest in reducing energy relations with Turkey; including 1- Reducing transport dependence on Turkey by 2030 AD; 2- Diversifying export routes to Europe; 3- Diversification in consumer markets, especially in Asia, in line with this long-term policy; among Russia's measures to reduce dependence on Turkey for energy transmission, the following energy transmission plans without using Turkey can be mentioned: the following cases can be mentioned: 1 1 Wallander 2 Primakov Scientific Quarterly of Islamic Economics and Banking, No. 50, Spring 2025 301 1.
The consequences of Ozal's neoliberal economic policy in the 1980s manifested as follows: weakening statism, the emergence of Anatolian green capital, strengthening the private sector, and weakening Kemalism; these developments occurred in line with the theory of neoliberalism and gradually moved from the international level to the arena of Turkish domestic politics, also affecting Turkey's foreign policy.
