خلاصة:
In a brief definition, political culture refers to the way each individual perceives the political system, political figures, and their functions and duties, as well as the attitude of political figures toward the role and position of the people in the political system. Based on this definition, the sum of people's expectations from state institutions and the sum of statesmen's expectations from the people take shape within this political culture. This issue becomes doubly important when discussing efficiency; an efficient political system is considered one that can perform the duties most people expect of it and achieve the goals it has set for itself based on these duties. To this end, since a brief look at the characteristics of Iran's political culture reveals its statism, the purpose of this research is to use a descriptive and analytical method to seek an answer to this question: What impact has statism culture had on the efficiency of the political system in the Islamic Republic of Iran? In response to this question, the following hypothesis is tested: Statism culture, by defining multiple duties in the political and economic spheres for the government, has caused a weakening of the efficiency of the political system in the Islamic Republic of Iran. The results of the research, while confirming the above hypothesis, indicate that statism culture has led to the continuation of passive participation and the weakening of political parties in the political sphere, and the formation of economic monopolies and consequently inflation, unemployment, and increased economic corruption in the economic sphere, which itself causes the inefficiency of the political system.

In response to this question, the following hypothesis is tested: The state-oriented culture, by defining multiple duties in the political and economic spheres for the government, has caused a weakness in the efficiency of the political system in the Islamic Republic of Iran.
(Amini and Khosravi, 1389: 131) However, the statism culture has provided the grounds for the weakness of political party activities in Iran because, contrary to the existential philosophy of political parties which should take shape through a bottom-up process in pursuit of developing civil institutions; most parties in Iran have been created from top to bottom by the government or statesmen, and on one hand, the people's dependence on the state and on the other hand, the state's monopoly in the public sphere, has caused political parties to refrain from performing their functions due to being unpopulist, spontaneous, lacking independent bases, and not undergoing a bottom-up formation process.
