in the nineteenth century, following the multifaceted encounter of muslim thinkers with western civilization, debates arose concerning the critique of aspects of this civilization deemed incompatible with islamic culture, as well as the reconstruction of theoretical foundations necessary for advancing a project of islamic cultural and civilizational renewal. within this reformist framework, the syrian intellectual mustafa al-siba‘i, drawing on the teachings of socialism, sought to articulate a vision of islam as a civilization-building religion. the most salient features of this vision—which, in his view, have consistently guided muslim societies toward progressive civilization and found concrete realization in the political and social transformations of early islam—include: islam’s capacity to establish economic and social justice; its respect for democracy; its emphasis on reason and knowledge; its ability to foster unity within society; and its spirit of tolerance toward other religions. the present study aims to explicate and critically assess the key elements and features of civilization-building in islam from the perspective of mustafa al-siba‘i.

In an article titled "A Comparative Study of the Views of Hassan al-Banna and Mustafa al-Sabai, Leaders of the Muslim Brotherhood in Egypt and Syria, Regarding Government" written by Sayyida Leila Taqavi Sangdehi (1396), a portion of Sabai's approaches to the subject of civilization, especially his "Islamic socialism" approach, has been compared with the approach of Hassan al-Banna.
Among the most important of these works are "Sunnah and its Position in Islamic Legislation", "Rulings for Spouses", "Rulings of Fasting and its Philosophy", "Islamic Call: Reality, Not a Dream", "Our Social Ethics", "Religion and State in Islam", "Our Greats in History", "Woman Amidst Jurisprudence and Law", "This Way of Life Taught Me", "Orientalism and Orientalists", and most importantly, "Islamic Socialism", which has been translated and published in Iran under the title "The Monotheistic Society of Islam and Social Justice" (Dallal, 2007: 19).
Religion and spirituality By centering the religion of Islam as the basis for the formation of a meaningful and structured system in Islamic societies, Mustafa Sabai emphasized its key role in the process of policymaking and the management of social affairs based on modern governance frameworks.
