Decades after the publication of Hawk's theories, regarding efforts to protect architectural and built heritage, a new issue has emerged for researchers and urban architects: the protection of the constituent elements of this heritage and the extent of these elements' capability in advancing new programs derived from the core of that heritage. This issue has led to the emergence of the need to rethink and renew methods of protecting architectural and built heritage and its advancement. In this regard, Waqf is considered one of the means to revise conservation policies for architectural and built heritage in Arabic and Islamic countries. This is a heritage that has emerged from the heart of society, and the advancement of its capabilities and the improvement of its architectural environment depends on the level of participation in it. Waqf also shapes a plan for realized sustainable growth with two characteristics: continuity and multi-functionality. Waqf properties are sometimes used as the necessary financial capital for protecting architectural heritage. As many heritage works are dependent on the conditions that Waqf has provided for their preservation and for the continuity of services provided to society. Furthermore, in more than any other civilization, Waqf has had a strong link with urban development in Islamic cities and Islamic civilization and has contributed to the preservation of their historical, architectural, and urban works. Current research conducted on Waqf and culture, some of which we reflect upon in this article, has proven this matter. This discourse attempts to reveal the link between Waqf and architectural and built heritage, and the degree of connection between Waqf values and architectural and urban values. In this direction, suggestions are offered regarding some methods of reviving the role of Waqf as a means of protecting architectural and built heritage through the creation of legal, reformative, and economic modernizing schemes for this role. This article also reaches practical ways to include the tool of Waqf in advanced and modern urban plans through live examples and by referring to the situation of Algeria, and considers the hidden role and potential of Waqf in preserving cultural works, increasing public services and facilities, protecting unused and functional spaces, preventive property supports, and everything consistent with the category of sustainable progress....

From a historical perspective, Waqf has been present in mobilizing Islamic societies and is considered an influential tool in important social, economic, and urban affairs, as well as a means for achieving public interests and common welfare[3] .
Since Waqf is simultaneously a historical-modern phenomenon, it is necessary that our attention to it is not limited to its connection with heritage, and we must consider its role in contemporary society in terms of participating in the preservation of capital, achieving public interests, and urban development plans within its broad concept, as some recent studies in recent years have correctly explained the historical role of Waqf and its modern role.
It is here that Waqf, with its comprehensiveness, emerges as a spiritual, psychological, social, and economic phenomenon to be presented as one of the systematic plans for the preservation and progress of heritage, and one of the ways to overcome the dilemma of interacting with heritage and an effective factor in the organization and protection of heritage in Islamic countries....
