The religious culture of Islam, which is manifested in the heavenly book, the Holy Quran, and claims to introduce lofty ideals and goals for happiness in the individual and social life of humans, has paid special attention to expressing sublime norms and values. From this perspective, the ideal Islamic society is one that can provide the grounds for the greater realization of these values and norms among Muslims and, in this way, guarantee their happiness in both worldly and otherworldly life. It is clear that the establishment of desirable religious values and norms in Muslim society is contingent upon a set of negative and positive conditions and factors; failure to pay proper attention to them not only disrupts the realization of religious culture but also facilitates the entry and acceptance of patterns that may have serious conflicts with the values and norms intended by Islam. This writing attempts to examine the contexts and factors that, from the perspective of the Quran, prevent the realization and dissemination of the desirable norms intended by Islamic Sharia and, consequently, the normativity of Muslim society.

The experience of social life in human societies expresses this important reality that often, effective interaction in society does not take shape without the existence of useful patterns and norms, and the level of desirable order in a society has a direct relationship with the existence of appropriate behavioral norms and patterns and their observance among individuals.
The Holy Quran, as the final version of guidance for humans and societies, has noteworthy views on the realization of desirable norms and the removal of abnormalities on one hand, and attention to the reasons for their non-realization in the individual and social spheres on the other, which, through their recognition and practical application, provides the basis for creating a healthy and divinely intended society to some extent.
