One of the most important prerequisites for cultural management and planning is the accurate understanding and evaluation of the current situation of culture, which is based on criteria or instruments called cultural indicators. But the complexity of culture and the multiplicity of its factors and elements as well as the various approaches and perspectives in this field have made the issue of cultural indicators a serious issue, because in the assessment of culture, from the very beginning we are faced with the question as to what are the indices for measuring it and what features should they have. More precisely, what is the basis for determining indicators and how and with which logic they can be designed? The basic answer to these questions requires taking into account the foundations of the authentic culture of the society, using past experiences, and the criticizing past indicators. In this paper, which is based on a more general research, after specifying the concepts and theoretical foundations of the subject as well as reviewing and criticizing the most important indices, the characteristics of the desirable indices are presented with reasoning. These features mainly include: genuine cultural values and aspirations, two-dimensionality, measurability, Inclusiveness, systematicality, relative acceptability, practicality and cost-effectiveness.

Background Abroad The most important efforts made abroad in this regard are as follows: A) UNESCO Cultural Indicators Explanation of Indicators In 1980, UNESCO presented indicators for evaluating cultures, which were approved during the Belgrade conference on the international standardization of statistics related to public expenditure, and included a list of the following ten categories (Doppuy, 1374): "Cultural heritage", "Press and publications", "Music", "Performing arts", "Visual arts", "Cinema and photography", "Radio programs", "Social and cultural activities", "Sports and games", "Nature and environment".
Background within the country In the field under discussion, research has been conducted in our country as follows: A) Initial indicators of the Ministry of Culture and Islamic Guidance In Iran, the Ministry of Culture and Islamic Guidance, in the book "A Journey through the Cultural Components of the World," has presented UNESCO's cultural indicators from 1980 and, in addition to the mentioned items, has also cited the following matters as cultural indicators that can be used more specifically for measurement: Number of cinema seats (per thousand people); number of feature films produced during one year; number of books published and translated; number of library books; the extent of broadcasting by national radio and television; number of receivers and transmitters; circulation of newspapers and magazines; amount of paper consumption; volume of production, import, and export of cultural goods; tourism statistics (Masoudian, 1993).
