Technology_based reforms with an emphasis on the digital society, especially in the public sector, have been put on the agenda of most countries and have become a new issue for the government today. The open government model relying on open data, is one of the new models for implementing technology-based reforms. The purpose of the current research is to identify the components of open government and to present its model. This is an applied research and was conducted with a meta-synthesis approach. The data obtained from a systematic review of related studies and researches in the last five years (27 sources), in the field of open government, were selected for analysis with the meta_synthesis approach. Based on this, 8 concepts and 15 indicators were identified and prioritized using the Shannon Antropy method. The results of the research indicate that the codes of communication, information, accuracy, continuous cooperation, participation, reliability , quality, consultation, trust , security, protection, comprehensiveness, inclusiveness respectively have the highest coefficient of importance.

Given that the concept of open government is not new, despite its long history, its dimensions such as transparency, participation, and cooperation in the theoretical foundations of public administration management, it can be claimed that one of the necessary prerequisites for implementing open government is awareness of its components and indicators.
In this regard, the present research aims to provide an open government model using the meta-synthesis method.
The definition of open government can be clearly observed during the presidency of Obama, which focused on the intensive use of information and communication technology to facilitate government transparency, citizen participation, and public cooperation.
The difference between open government and the bureaucracy system and modern public management is presented in Table 1 from three perspectives: government structure, citizen, and digital technology.
Other researchers, such as Heller1 (2012), who considers open government to have three elements of information transparency, public participation, and accountability, also refer to the element of accountability.
