The purpose of this article is to adapt political and legal ideas to international relations at the beginning of the third millennium AD. Therefore, the question was raised, what macro processes does the international system have after the collapse of the Soviet Union, which limit actors in adopting foreign policy policies? The research shows that cases such as expanding the role of national and global public opinion, increasing the importance and position of terrorist organizations in global insecurity, the development of waves of democracy and increasing the number of democratic systems, the multi-dimensional process of globalization, the evolution of the security discourse and several Its stratification and ultimately economic and security regionalism have affected the international system. Therefore, regardless of structural limitations, governments are also faced with procedural limitations and are forced to consider such limitations in adopting and implementing foreign policy.........

Research shows that cases such as the expanding role of national and global public opinion, the increasing importance and position of terrorist organizations in global insecurity, the development of waves of democratization and the increase in the number of democratized systems, the multidimensional process of globalization, the transformation in security discourse and its multi-layeredness, and finally, economic and security regionalism are what have affected the international system.
The intention here is not to enumerate and explain all these actors, but rather the research only refers to two cases: "domestic and international public opinion" and "terrorist organizations," which have gained more importance than before in recent years.
Democracy, as a form of government, has never become so widespread, and therefore its expansion and deepening will change the face of the international environment and will have significant effects on the data of foreign policy for political units.
From this perspective, the United States, with its military and economic power as well as its advancements in communication and technology, is a country that has the ability to dominate the world and impose its pattern on other countries; and because it is the base of the global capitalist system, therefore globalization in a general sense is capitalism itself, and in a specific sense, it is Americanization" (Noonjad, 1383: 190).
