Thus, in this article, we explore the position of elites, including intellectual and instrumental elites such as parliament, as the manifestation of the people's will and national sovereignty for the purpose of directing the social, political, economic, and cultural relations of society, and we discuss its duties and responsibilities, which include: legislation, representation, investigation and oversight, legitimization, and monitoring the work of the executive branch.
