Many countries, along with international laws and regulations to preserve and improve the environment as a platform for social life and one of the rights of the third generation of human rights, have also established domestic regulations. In Iran, according to Article 50 of the Constitution, Environmental Protection is considered a public duty and the unity of the people and the devices are obliged to do this duty. The environment Agency has legal authority to protect the environment. The Environmental Protection and Improvement Act therefore outlines the functions of the organization؛The Environment Agency faces challenges and limitations within the framework of performing these tasks, which has led to inefficiency and lack of effective and comprehensive measures. It is therefore necessary that the organization minimizes these challenges by providing effective solutions and in the long term seeks to address them, and to bring the main goal mentioned in the Constitution, the protection of the environment and the growing social life, to the fore for today's generations and future generations.

Among the challenges that have prevented the positive performance of the Department of Environment are: failure to maintain environmental relations, disregard for non-governmental organizations, lack of a mechanism for the correct use of agricultural pesticides, shortage of financial resources, weak performance in managing water and air pollution (dust, particulates, smoke-emitting vehicles, and noise pollution), inadequacy of laws, weakness in public education, illegal hunting, destruction of forests, cutting down trees, etc.
Based on Article 6 of the Environmental Protection and Improvement Law approved in 1353 and the 1371 amendment, the Environmental Protection Organization, in addition to the duties prescribed in the Hunting and Fishing Law for the Hunting and Fishing Supervision Organization, has far more extensive duties and powers; among these duties are: Conducting relevant scientific and economic research and investigations; proposing regulations for the care and prevention of pollution in water, air, and soil, and the dispersal of waste, including garbage and factory effluents; maintaining balance 6- Environmental Protection Organization website ecological, paying attention to non-governmental organizations, preventing deforestation and illegal hunting of animals, taking any necessary action within the limits of national laws for the protection of the environment; organizing and implementing educational programs to enlighten and guide public opinion regarding the conservation and improvement of the environment; establishing any kind of temporary temporal and spatial restrictions and prohibitions and cooperating with similar foreign and international organizations, etc.
