To achieve the optimal model for assessment space projects in Iran, it seems necessary to study similar models in other reputable organizations. The purpose of this study is a comparative study of assessment models in Space Agency of European, NASA, and Russia. The assessment of space projects is done in the framework of internationally approved standards, by referring to the latest documents and related standards of these organizations, Content related to project assessment models have been collected to identify critical points in assessment a space project. Also, by evaluating the assessment models of these organizations and analyzing the relevant standards, the most important indicators in designing an assessment model have been determined. The results show that technical risk assessment, safety, scheduling, and budget are the most important assessment variables of a space agency assessment standard.

1 ground segment space segment 3 launch service segment 4 space system 5 support segment (Refer to page image) Figure (2): Space system structure (ECSS-ST-S-00-C, 2012) In general, several evaluations are performed, especially in the field of planning and execution, which include: (ECSS-M-ST-10C, 2009): 1) The need to access new technologies; 2) Availability and the need to reuse existing equipment/products; 3) Availability and the level of need for human resources, skills, and technical equipment; 4) Risk assessment.
In practice, the project evaluation model of these organizations is the same project evaluation model according to the ISO 21500 standard document, which includes topics such as cost evaluation, scheduling, qualitative evaluation, risk evaluation, life cycle preparation, and also models for selecting evaluation board members and periodic reviews.
The fact that both the European Space Agency and NASA have implemented the ISO 21500 model is also evidence of the importance of this document in project evaluation.
Comparing the standards of NASA and the European Space Agency shows that both organizations incorporate a 9-step indicator for assessing the technology risk used in the project.
