The issue of dealing with natural disasters has always been one of the most important human concerns throughout history. The issue of effective management of the consequences of these accidents and how to minimize the loss of life, property and psychological after the occurrence of natural disasters, including earthquakes, are among the issues that have occupied the minds of natural and social scientists . Among the important scientific disciplines in the discussion of natural disaster management, the legal field and the role of lawyers in creating the legal framework is necessary. For example, the existence of effective legal mechanisms can provide a suitable platform for increasing the responsibility of regulatory organizations such as roads and urban development, municipalities, engineering system and insurance, and thus strengthen the possibility of crisis prevention and management. Therefore, the most important purpose of this article can be considered familiarity with the duties of supervisory organizations and strengthening the legal foundations of effective supervision.Finally, it should be said that the findings of this study show us that in order to prevent and strengthen management in the event of crises, the deadline and guarantee of legal implementation should be defined first for the reports of supervising engineers. The title of a quasi-judicial pillar should be considered in the municipalities.

In conclusion, it must be said that the findings of this research show us that to prevent and strengthen management during the occurrence of crises, first, a deadline and legal enforcement must be defined for the reports of supervisory engineers; second, the rapid implementation of the decisions of the Article 100 Commission must be considered as a quasi-judicial body in municipalities; third, the truth-testing of the supervision of structural supervisory engineers regarding resistance and the strengthening of legal foundations for dealing with defaulting engineers should be placed on the agenda.
The answer to these questions—the executive weaknesses and deficiencies, the vacuum of legal opinions, the existing inter-sectoral inconsistencies, and the weaknesses resulting from disciplinary, criminal, and even civil enforcement regarding the institutions and organizations responsible for issuing, supervising, and executing a construction project in Iran—is the subject of this article.
This article examines the influential organizations such as the Building Engineering Organization, the Disciplinary Council of the Engineering Organization, the Ministry of Roads and Urban Development, the municipality, the municipal Article 100 Commission, and finally, the insurance industry and its position in the country, as well as the country's actual role in reinsurance and risk management to reduce impacts.
After receiving such reports, or even on its own initiative, through surprise inspections and sample controls in implementation of Article 37 of the regulations, the Ministry of Roads and Urban Development is obligated to visit buildings under construction or, if violations are encountered, to report the matters to the Disciplinary Council of the Engineering Organization and Building Control.
