Despite the importance and position of scientific thoughts and the prominent role of research in development policymaking, the reflection of the current situation and the pathology of the non-realization of the country's development documents and programs indicates a type of dysfunction, malperformance, or non-utilization of findings and policy recommendations in the development decision-making and decision-making process, and the lack of interaction and synergy of policy research at upstream (meta-institutional) levels, which has often caused policies to lack effectiveness in the development process. Accordingly, this writing, which is organized using a documentary method and based on secondary analysis of qualitative data obtained from a meta-analysis study on the pathologies of development programs in Iran (2014) to identify vulnerabilities related to the lack of policy research synergy in Iran's development programs on one hand, and identifying deficiencies related to the multiplicity and parallelism of institutions and agencies with policy research centers and the lack of coherence in development documents and programs on the other hand. The most important findings showed that among the 99 vulnerabilities and flaws examined in the meta-analysis study on the pathology of Iran's development programs (2014), 38 vulnerabilities and flaws were identified related to the study and research aspects and the nature of policy research. In other words, 43.8 percent of the vulnerabilities of development programs and the non-realization of the country's development documents and programs are focused on study deficiencies at the levels of preparing development programs; pre-planning, content level, process level, and executive level. In this regard, the highest deficiency and study and policy research vulnerabilities relate to the content level of planning with 69.2 percent, and the lowest with 24 percent relates to the pre-requisites level of planning. In order to capacity building and groundwork and to prevent parallelism, upstream (meta-institutional) engineering of policy research synergy and policy monitoring in the country's development policymaking is necessary as the first step in revising the development planning system in Iran, with an emphasis on the Seventh Development Plan.
