The everyday growth of social networks not only has caused an evolution in news production & its broadcast but also has changed the technical structure of radio & televisions. The audience as users of social networks has become stronger and as a result, the celebrity culture has become more vivid. However, IRIB has not paid attention to these evolutions and this has brought celebrities a leading role in opposing both media. This research is based on the methodology of library study and in-depth interviews with experts, the two methods will back up each other. In the beginning, a conceptual framework together with the main question of the research is surveyed, then, the necessary approaches which IRIB needs to have for the desired position are indicated. The data in this regard has been collected by using grounded theory in 2 parts under 7 items. The outcome of the research justifies that the most important statements in content production are as follows: Inauguration of the virtual editorial newsroom, forming crisis journalists, celebrity diplomacy, and voluntarily activists. In the desired policy-making part, other factors such as distribution, network distribution, and news engineering have been emphasized.
