Once the Islamic Revolution won in 1978, the founders of the new system paid special attention to the arena of culture because culture as a symbolic power arena had to be renewed in such a way that it could reflect new circumstances. The Islamist revolutionary forces set a new interpretation from Islam as a basis for establishing new cultural situation given the dominant ideological environment, the inclusion of which was formed by some high-profile culture with a religious theme against the cultural elements of the former regime. The Islamic Revolution occurrence, Iran-Iraq war and ruling climate over lives of Iranians, each of which intensifies perpetuation and strength of certain forms of culture. With the end of war, early revolution cultural strict policies underwent changes and ground for forms of popular culture with conventional themes found entry into political conflicts about culture. Therefore, the present paper by applying quantitative methodology and library-based research as well as citations seeks to explore response to this question that: what relationship have cultural policies of the Islamic Republic of Iran as a variable affected by political conflicts practically had with music as one of the main representations of popular culture? .

With the end of the war, the strict cultural policies of the early revolution underwent changes, and the ground was opened for the entry of forms of popular culture with secular themes into political conflicts regarding the issue of culture; therefore, the present research, using qualitative methods and documentary and library studies, seeks to answer this question: "What is the relationship between the cultural policies of the Islamic Republic of Iran at the level of practical actions, as a variable affected by political conflicts, and music as one of the main manifestations of popular culture?" Based on this, by focusing on legal documents, institutions in charge of culture, and the actions of post-revolutionary governments, it was found that cultural policies at the level of practical actions, as a variable affected by political conflicts among power block groups, in a contradictory manner, on one hand, provided the ground for the spread of certain forms of music with secular themes, and on the other hand, due to institutional constraints, caused an intensification of the conflict over it.
