The present article attempts to discuss the concept of justice in the thought of Mirza Malek and answer the question: what was his perception of justice? And what intention did he pursue with that perception? Using Skinner's intentional hermeneutics, the current research shows that Mirza Malek Khan was attempting to transfer justice from a characteristic of the king to an institution. For Malek to transition to institutional justice, which in his mind took the form of the Ministry of Justice or the House of Justice, there was a need to establish law as a substitute for the arbitrary decrees of the Shah and local rulers. This is something he specifically did in the Office of Regulations and the Office of Law, formulating uniform laws for the entire country. In writing these laws, he was influenced by European and Ottoman countries. In his view, with the arrival of institutional justice, stability and security would expand in Iran, and through this, the foundations for Iran's progress would be prepared.

In response to the research question, the hypothesis being tested is that Mirza Malekem Khan was striving to transfer justice from a personal aspect and a characteristic of the king to an institutional aspect and the House of Justice as an institution, in order to prepare the necessary foundations for expanding stability and security in Iran, which was a prerequisite for the progress and development of this country.
In order to test this hypothesis, after stating the methodological discussion, we will make a brief reference to the concept of justice in the history of Iranian political thought during the Qajar era.
Based on this, the present article intends, while making a brief reference to the intellectual and political conditions prevailing in the era of Mirza Malkam Khan—which naturally had been inherited from years and, better yet, centuries ago—to reach an understanding of his "motive.
In fact, it must be clarified what Malkam's intention was with this expression of justice and why he seeks to change the concept of justice in the political thought prevailing in Iran and transition from personal justice to institutional justice.
