One of the methods for empowering schools is involving students in their activities, so that through this way, the necessary groundwork can be laid for institutionalizing participatory thinking. To this end, this article examines the performance of the Student Council in involving secondary school students in school activities in the city of Tehran and the obstacles facing it, based on a research study. The research method, in terms of purpose, is applied, and in terms of how data were collected, is of a descriptive-survey and correlational research type. To answer the questions, in addition to theoretical studies, using a multi-stage cluster sampling method, the opinions of 1225 students were collected as a statistical sample through researcher-made questionnaires in two areas: the level and the obstacles of participation. With data analysis through descriptive and inferential statistics, the findings showed that despite the efforts of the Student Council to involve students in school activities, the overall level of participation was low, and in this regard, three obstacles—legal, motivational, and managerial—have a significant relationship with the level of participation.

Based on the school executive regulations approved by the Supreme Council of Education in June 1999 (Khordad 1378), each of the student councils, in proportion to the dimensions of their activities in schools, can proceed to form committees for: cultural and religious, political and social, sports, scientific and educational, administrative and financial, publicity and ceremonies, disciplinary and regulatory, cooperation, relief and health.
According to the new instructions of the Deputy of Student Affairs and Physical Education of the Ministry of Education (2006/1385) and as required by the schools, the number of student council committees can increase to fourteen, which includes: Quran and Islamic studies, prayer, school cooperative, group activities, scientific, educational, research, cultural and artistic, environment, peace and friendship, sports and vitality, health and counseling, political and social, facing accidents and natural disasters, and support.
