Research Objective: The aim of this research is to identify the degree of subject dispersion of books available in the public library of the National Library and Archives of Iran across various subject categories and the extent of user utilization of these resources. Methodology Research Method/Approach: In this study, collection analysis methods, user evaluation, and inference based on valid principles were used. Findings: The findings show that more than 50.35 percent of the books are dedicated only to two subject categories: Philosophy and Religion (B) and Language and Literature (P). The overall average circulation of the collection books is 0.61, which indicates a very low figure. 74.83 percent of the collection books have not even been borrowed once, and only 17.43 percent of active members have borrowed a book at least once. The circulation per capita is 1.34 per person for a population of 51,262. The availability index of the public library collection was also estimated at 96.11 percent. Finally, it was determined that there is a positive correlation between the number of books and the number of loans, and a negative correlation between the number of books and the average circulation. There is also a significant difference between the average use of books in different subject categories. Conclusion: The results indicate a lack of necessary balance in the public library collection according to user interests; therefore, fundamental changes in resource selection, collection management, evaluation, weeding, and the overall collection development system of the public library seem necessary.
