Islam has been able to create a unified geography in terms of culture, history, and territorial importance in the Middle East. In the contemporary period, four waves of awakening—reformist, critical, radical, and civil—have collectively and self-consciously shaped political transformations such as constitutionalism, revolution, modern dictatorship, and pro-democracy movements in this region. Western actors, using theoretical and empirical findings to preserve their interests, including establishing security in the Middle East, maintaining the global energy political economy, and protecting modern and postmodern dictatorships, have attempted to pursue very precise and strategic programs. This article seeks to find the answer to this question: what conditions in Islamic countries allow for the implementation of such strategies? On the other hand, what have Western security strategies generally been, and what solutions have Westerners chosen so far to achieve their political goals?

Due to the independence-seeking, nationalist, and Islamist thoughts of the constitutionalists, European countries initially took action to create division and maintain the balance of forces in Islamic countries, and finally supported tyrannical movements and those opposed to constitutionalism, and by defeating the reformers and destroying constitutionalism, they handed over the internal affairs of Muslims during the first wave of awakening to modern dictatorship.
