Tehran Municipality's District 3, due to having the highest per capita passenger car ownership among the various districts of Tehran Municipality, the passage of the most important east-west and north-south transport axes of Tehran city and vice versa, and having significant generated and attracted trips, is such that the combination of the aforementioned factors, along with the increasing growth in the number of private cars and, in contrast, significant economic constraints regarding the widening and construction of new passages, has led to an increase in transit traffic density and the formation and intensification of morning peak hours on its main streets. The present article seeks to investigate the most important and major factors affecting the maximum use of the capacity of passages in District 3 during peak traffic hours and, by utilizing modern methods tested in other countries, to critique and pursue new traffic management methods and the feasibility of their implementation in District 3 of Fatab Traffic Police. In the course of the work, while introducing the geographical scope of the research, the opinions of experts from the District 3 Traffic Police were also collected, and through scientific and statistical analysis, efforts were made to provide conclusions and realistic suggestions to enable the use of the maximum capacity of the passages in District 3 of Fatab Traffic Police during peak traffic hours, so that a suitable background is created for improving the traffic situation of the geographical area targeted by this article.

In any case, the current issues and problems of cities that cause heavy traffic and exacerbate the problem of commuting, especially in urban centers and increase environmental damage, can be stated as follows: 1- The density of various land uses such as service centers, production and commercial units, and government offices at the city level, which leads to an increase in the number of trips; 2- The lack of modern urban transportation systems; 3- Unbalanced development of the street network (highways that end in low-capacity streets); 4- Low level of traffic culture and incorrect driving habits that often impose interference and travel time delays; 51 5- Faster growth of traffic compared to the necessary infrastructure for its development.
Objectives of implementing traffic restrictions Traffic restrictions are implemented to achieve various objectives which, in a general classification, are divided into the following five categories [4]: 1- Increasing the efficiency of existing streets and reducing congestion; 2- Environmental protection; 3- Urban and land use planning; 4- Securing budget, provided that the resulting revenues are spent on the welfare of the people themselves, such as: Construction and renovation of streets and improving public transportation; 5- Justice and equality (the impact of implementing these methods must be separately examined based on the type of users, different income levels, etc.
