The aim of this research is to examine the direct and indirect relationships between the dimensions of Total Quality Management (TQM) and perceived procedural justice with organizational commitment. To achieve the research objectives, 294 individuals from a number of service-providing organizations in Isfahan were randomly selected to respond to the research questionnaires. The tools used in the research were the Total Quality Management (TQM) questionnaire by Brooks and Zitz (1999) with 24 questions, the procedural justice questionnaire by Niehoff and Moorman (1993) with 15 questions, and two questionnaires for affective commitment and continuance commitment from Meyer and Allen (1999) and Hom and Griffeth (1991) with 3 and 5 questions respectively. The aforementioned questionnaires were translated and prepared for this research for the first time. Evidence of validity and reliability of the tools used was examined and confirmed. The resulting data were studied using Pearson correlation coefficient and path analysis. The findings indicate that there is a positive and significant relationship (P < 0.01) between the dimensions of Total Quality Management and procedural justice with affective commitment. Among the dimensions of Total Quality Management, management perspective, leadership, and use of information, along with perceived procedural justice, have a positive and significant relationship with continuance commitment. The result of the path analysis also shows that affective commitment (and neither perceived procedural justice nor the dimensions of Total Quality Management) has a one-way and direct relationship with continuance commitment (service continuity). Additionally, there is a one-way and direct relationship between procedural justice and affective commitment, and between the dimensions of Total Quality Management and perceived procedural justice. The implications of the effects of Total Quality Management on affective and continuance commitment (service continuity) are analyzed at the end.

PhD Student in Operations Research Management, University of Tehran, Iran Received: 2007/05/13 Accepted: 2008/11/11 Abstract {IBThis article, focusing on measuring and improving productivity in the country's energy sector, evaluates the performance and measures the technical efficiency of the country's oil refineries as one of the major producers of energy and various types of fuel, using data from the years 1376 to 1383 (2007-2005) of this sector.
(Refer to the page image) As can be observed, a large portion of the crude oil produced in the country is exported in its raw form and without any processing; whereas by performing refining and separation operations on crude oil, the added value of the resulting products increases significantly, and while meeting the needs of the domestic market for these products, it is also possible to meet part of the needs of international markets and bring more income to the country in this sector.
-Scenarios Under Investigation As mentioned, types of Data Envelopment Analysis models were designed, constructed, and solved in this evaluation in the form of two main scenarios with two different perspectives for measuring the efficiency of the country's refineries.
-2- Second Scenario: Cost-Revenue Perspective In this scenario, a single-input, single-output model of the RCC type is constructed, where the system input is the total cost incurred by a refinery for the supply and refining of each cubic meter or each barrel of crude oil.
Analysis of the tables and results obtained from solving the model for this refinery shows that the income from producing products resulting from refining each cubic meter of crude oil in these years was, on average, 8.
