Sports development is one of the important topics in national development, and television plays an important role in this field. The aim of this research was to examine the role of television in sports development and to prepare a practical model for coordinating its programs for sports development. The statistical sample of this research included four groups involved in sports media, including sports media managers, sports media experts, sports managers, and sports management experts. The statistical population was 560 people and the statistical sample was 342 people. The selected sample responded to questions related to the role of television programs in two situations, the current status and the desired status, in the development of sports in Iran, using a researcher-made questionnaire. 41 questionnaire items were presented in five factors: sports components, financial resources, human resources, socio-cultural, and educational-research. The research design was descriptive and causal-comparative, and data were collected through a survey. There was a significant difference between the existing role of television sports programs and its desired role in each of the five factors of sports development. From the perspective of the subjects, the first priority in the five considered factors for the desired status of television sports programs in sports development was the development of mass sports, the development of the sports industry, the selection of specialized managers, reducing the use of tobacco and drugs, and the scientific design, construction, and application of sports facilities based on standards. Based on the research findings, it can be concluded that to achieve a desired situation in sports development through television, attention must be paid to the determined priorities in television planning and programming. In this regard and based on the determined priorities, a practical contingency model was prepared.

The results of studies by Fathinia and Alizadeh (1374), Mir Fakhraei (1381), the Secretariat of the General Council of Culture (1381), Davoudi (1379), Kialashki (1378), Jalali (1373), Kashef (1370), Talebi (1370), Saifzon and Zhang (2006), Hume (2005), Lee (2005), Yarles (1994), Mazzali (1982 and 1981), Port (1972), and Kagigal (1968) have confirmed the role of television in improving the cultural and social factors of sports.
In the desirable state, the impact of television in sports development, educational and research factors, improving the correct use of standard sports equipment, the culture of research and investigation, and the design and construction of standard sports facilities were the most important priorities from the subjects' perspective (Table 7).
Therefore, the priorities of the desirable state of sports development presented by the research subjects provided a model framework so that stakeholders, with its help, can play a more effective role in the planning, programming, and organization of television sports content in sports development.
