Based on the review, integration, and adaptation of the existing set of documents, reports, and scientific articles, the most important characteristics and dominant elements in Iran's development planning system can be listed as follows: 1- In none of the development programs has a clear definition of the concept of development, its dimensions, and its characteristics been presented as the main goal of the programs. 4- An important aspect of centralization in the planning system has been the disregard for the role of civil and political institutions, the private sector, and the general public in the design, implementation, monitoring, evaluation, and financing of programs. 7- Spatial planning based on territorial cohesion and national division of labor among regions, along with regional division of labor among sub-regions, has never been taken into account, and this has led to the disregard and neglect of the facilities, opportunities, capacities, limitations, bottlenecks, and needs of regional, local levels in political, social, economic, and cultural dimensions has ensued. 9- Development plans in Iran have often been prepared by following expert systems and issuing warnings and alarms based on concerns arising from the continuation of unfavorable economic and social trends; however, the political management or the primary commissioner and requester of these plans has not been involved or has lacked the necessary commitment to their implementation. The long list of weaknesses and shortcomings of Iran's planning system is not, of course, limited to the above cases, and many other items such as the lack of coordination between development planning and administrative planning, scientific and educational policies, etc.
