One of the problems of government organizations is the maintenance or disposal of documents and papers produced during work processes. What determines the survival or destruction of a document is the presence or absence of one of the political, cultural, administrative, legal, social, historical, scientific, and technical values within it. After a brief review of paper disposal standards in France, Germany, England, and the USA regarding the citation value and information value of documents, evaluation criteria, document centers or national inactive archives, the transfer of documents to the national archive, the nature of disposable papers, the disposal program, the disposal list, and the disposal program in Iran, the author discusses the record of surplus paper disposal in Iran.

These regulations assumed the preservation of all records and documents in which a right for the state apparatus, society, or individuals is recognized, and according to Article 53, only papers and objects can be destroyed if the information contained in them has been summarized in printed sources or if their importance is limited to the period during which they are in current use.
On this basis, the most important and valuable records of any organization in terms of evidential value are prepared by the departments that determine and adopt the organization, general policies, methods, and decisions governing the organization's activities; these documents are those whose production volume in an organization is much less than the papers resulting from daily activities, and despite their decisive role, they possess a small volume.
Given the nature of the work of national archives, in all countries of the world, determining the value of government papers and documents and the regulations for their destruction has been considered within the competence of national archives.
