Rural areas, by encompassing a significant share of national resources, can play a pivotal role in realizing the objectives of the resistance economy. Achieving this requires identifying and analyzing the challenges ahead and establishing mechanisms for the reciprocal interaction between rural communities and the resistance economy. Using a descriptive–analytical method, the findings indicate that the most critical role of rural areas lies in their productive capacity. Consequently, the rural community and the agricultural sector must be prioritized in advancing national development goals. The absence of appropriate organizational structures in rural areas has hindered their capacity to assume a prominent role in the resistance economy. The general orientation of the resistance economy in agriculture emphasizes reliance on non-governmental networks, coherence in agricultural and rural development, reliance on domestic production, strengthening storage capacity for food security, and harnessing the country’s agricultural potential. It also requires optimal integration of resources (capital, land, water, labor, and knowledge) through contract farming, supported by appropriate institutional structures, legal frameworks, and revised support policies. To develop the resistance economy in rural and agricultural sectors with reliance on local communities, the study proposes establishing independent planning systems tailored to each rural area, designing programs based on their specific characteristics and resources, ensuring relative independence from central government funding, and relying on local financial resources through a rural development network mechanism. Given the limited awareness among policymakers and decision-makers regarding the importance and functions of rural areas, the most critical axis of change in the resistance economy is reforming their perspective toward the rural sector in national planning.
