Liberation movements, Holy Quran, Ta'lif al-Qulub (reconciling hearts), anti-oppression, Tawalli and Tabarri (loyalty and disavowal) Problem Statement The Government of the Islamic Republic of Iran, at present, has placed all struggles and movements aimed at liberation from arrogance, oppression, and tyranny under its protection, and in this way, it seeks to rescue oppressed and persecuted nations from the rule of tyrannical governments and assist them so that they may determine their own destiny with full freedom and independence. In this regard, when we refer to the cases of Zakat expenditure described in the Quran, we see that one of the eight categories for the expenditure of Zakat is "Mu'allafati al-Qulub" (reconciling hearts); therefore, a specific budget from the income sources of the Islamic state (Zakat) has been allocated for this group so that they may be encouraged and strengthened to engage in Jihad and struggle against the arrogant and the disbelievers with peace of mind (Shahid Thani 1422: Vol. 1/ 217). Consequently, considering this general criterion of the religion of Islam and by utilizing this principle (Ta'lif al-Qulub) according to jurisprudential consensus, in the foreign policy of the Islamic government, all anti-colonial and anti-despotic movements and uprisings can be brought under its protective umbrella for the purpose of exporting the revolution and defending the rights of the oppressed, and their economic support can be sustained.
