Abstract:
ماکس وبر، در تشریح این مفهوم اقتدار سه نوع سنتی، کاریزماتیک و قانونی را به عنوان نمونه های محض اقتدار قابل شناسایی می داند و معیار ارزیابی دولت مدرن را در تحقق اقتدار قانونی بوروکراتیک می بیند. با این حال از نظر او ظهور این سنخ از اقتدار با موانعی مواجه است که از جمله آنها به مخالفت سنت گرایان و اشراف اشاره می نماید. روی کارآمدن رضا شاه در ایران را سرآغاز شکل گیری دوران مدرن این کشور دانسته اند، بنابراین دولت شکل گرفته در این عصر نیز نیازمند وجه مدرن اقتدار است. این پژوهش با روش توصیفی و تحلیلی انجام شده و درصدد است تا به این پرسش پاسخ دهد که موانع اجتماعی تحقق اقتدار عقلانی در دوران پهلوی کدامند؟ بر این اساس و بر مبنای نظریه وبر مخالفت سنت گرایان و اشراف در دوران پهلوی اول مورد بررسی قرار گرفت. رهاورد این پژوهش نشان می دهد اقشار سنتی جامعه ایران دوران پهلوی اول یعنی روحانیون، تجار، اشراف و ایلات با از دست رفتن موقعیت خود و بروز تعارضات ارزشی ناشی از تحولات آن عصر به مانعی بر سر راه تحقق اقتدار قانونی بوروکراتیک تبدیل شدند.
Authority, as one of the fundamental concepts of political science has developed a new definition in the modern era. Authority, as a modern concept, is defined as legitimate power and legitimacy has become a secular and rational concept in this era. To describe this concept, Max Weber comes up with three prototypes of traditional, charismatic and legal authority. He believes that the criterion for the evaluation of the modern state is in the realization of the bureaucratic legal authority. In his view, the barrier against the realization of such authority is the opposition of traditionalists and aristocrats. The formation of the modern era in Iran began with the rise of Reza Shah Pahlavi, thus such government should necessarily have had the features of the modern concept of authority. However, due to losing their status and appearance of conflict of values, the traditional strata of Iran’s society such as clergies, merchants, aristocrats and nomads became a barrier in the way of the realization of the bureaucratic legal authority in Iran in the Reza Shah era.
