Abstract:
Un territoire se construit dans un espace partagé et en interaction entre différents acteurs publics et privés qui apportent des connaissances et des ressources favorisant le développement du territoire en relation avec leurs propres trajectoires, visions d'avenir et contextes. Le développement territorial dépend des compétences et de l'approche que ces acteurs ont dans l'articulation des réseaux et dans la constitution d'un patrimoine de connaissances autour des possibilités et potentialités du territoire, afin qu'ils puissent agir favorablement face aux changements de l'environnement, en affichant un comportement à la fois adaptatif et prédictif. C’est dans ce sens que nous avons essayé d’implémenter un modèle conceptuel d’intelligence territorial qui inclut les processus permettant l'appropriation territoriale des connaissances ainsi que le développement d'une intelligence collective pour favoriser le développement durable du territoire.
A territory is formed in a common place and via interplay of multiple private and public organizations who
provide resources and knowledge to enable the territory develop in accordance with their own goals,
aspirations for the future, and contexts. Ability of these players to connect networks and form a knowledge
based on the territory's opportunities and potentials depends on their skills and approach in articulating
networks and establishing a knowledge base around the territory's opportunities and potentialities, so that
they might respond positively to environmental changes by adopting an adaptive and predictable behavior.
In this regard, we have attempted to implement a territorial intelligence model including procedures for
territorial knowledge assumption and the development of collective intelligence to support long-term
territorial development.
