Abstract:
دیپلماسی عمومی رویکردی نوین در سیاست خارجی کشورهاست که مردم و به ویژه نخبگان جوامع دیگر را در روابط خارجی هدف قرار میدهد و هدف آن تاثیرگذاری و شکلدهی افکار عمومی بوده است. جمهوری اسلامی ایران در پرتو تحولات عربی منطقه خاورمیانه به خصوص در بحران سوریه حضور و نقش فعالی داشته و از انواع دیپلماسی از جمله دیپلماسی عمومی استفاده نموده است. در این مقاله سعی شده است نقش دیپلماسی عمومی جمهوری اسلامی ایران در افزایش نفوذ جمهوری اسلامی ایران در سوریه و موانع و محدودیتهای دیپلماسی عمومی مورد بحث قرار گیرد. نویسندگان با روش توصیفی- تحلیلی این فرضیه را مطرح نمودهاند که جمهوری اسلامی ایران از دیپلماسی عمومی و قدرت نرم در کنار قدرت سخت خود استفاده نموده تا بتوانند نقش و نفوذ منطقهای خود را تثبیت و تقویت کند و در این راستا از منابع فرصتها و امکانات مناسب و متفاوتی برای بهرهگیری از دیپلماسی عمومی در سوریه استفاده نموده است. اما این موفقیت تحت تاثیر سایر اشکال دیپلماسی منجمله رسمی و نظامی قرار گرفته و بدلیل برخی موانع و محدودیتهای درونزا و برونزا نتوانسته است از جایگاه اصلی و واقعی خود برخوردار باشد.
Public diplomacy is a new approach in the foreign policy of countries that targets people, especially the elites of other societies in foreign relations, and its purpose has been to influence and shape public opinion. In the light of the Arab developments in the Middle East, especially in the Syrian crisis, the Islamic Republic of Iran has played an active role and has used various types of diplomacy, including public diplomacy. This article tries to discuss the role of public diplomacy of the Islamic Republic of Iran in increasing the influence of the Islamic Republic of Iran in Syria and the obstacles and limitations of public diplomacy. By descriptive-analytical method, the authors have hypothesized that the Islamic Republic of Iran has used public diplomacy and soft power along with its hard power in order to consolidate and strengthen its regional role and influence.
