Abstract:
بیتوجهی به برنامهریزی و طراحی یک شهرک مسکونی بر روی گسل پرخطر توسط دولت یا بخش خصوصی را نمیتوان تخلف ندانست و ضرر و زیان ناشی از زلزله در چنین شهرکی را نمیتوان حادثهای غیر مترقبه تلقی کرد. از آنجایی که با وجود ترقی علم و دانش امکان وقوع خیلی از حوادث غیر مترقبه نظیر سیل و زلزله با استفاده از روشهای علمی مقدور است لذا نمیتوان آنها را غیرمترقبه دانست و لازم است هم دولت و هم بخش خصوص قصور خود را در قبال چنین حوادثی بپذیرند. این پژوهش از نوع تحقیقات کاربردی – توسعهای بوده و در انجام آن از روش تحقیق کیفی – کمی استفاده شده است. با توجه به فلسفه موضوع، برای انجام این تحقیق از مدل دلفی فازی استفاده شده و نتایج حاصل از پرسشنامههای تکمیل شده توسط نرمافزارSPSS مورد تجزیه و تحلیل قرار گرفته است. نتایج این پژوهش نشان میدهد که پیشبینی امکان خسارات ناشی از وقوع بسیاری از حوادث غیرمترقبه نظیر سیل و زلزله با پیشرفتهای علمی امروزی قابل تشخیص است و در صورت کوتاهی و قصور بخش دولتی و یا خصوصی باید خسارات ناشی از آن به شهروندان پرداخت شود. بنابراین حکمروایی بحران به عنوان نظریهای مناسب میتواند در جبران خسارت حوادث غیرمترقبه توسط دولت یا اشخاص، نظریهای کارا و جامع به شمار آید. توجه به این مورد می تواند در حکمروایی خوب بحران و رضایت شهروندی بسیار مؤثر واقع شود.

This research is an applied-developmental type of research and the qualitative-quantitative research method was used in its conduct. According to the philosophy of the subject, fuzzy Delphi model was used to conduct this research and the results of completed questionnaires were analyzed by SPSS software. The results of this research show that it is possible to predict the possibility of damages caused by the occurrence of many unexpected events such as floods and earthquakes with today's scientific advances, and in case of failure and negligence of the public or private sector, the resulting damages should be Citizens to pay. Therefore, crisis governance as a suitable theory can be considered as an efficient and comprehensive theory in compensating the damage of unexpected events by the government or individuals. Paying attention to this matter can be very effective in the good governance of the crisis and citizen satisfaction.
