Abstract:
سابقه اندیشه سیاسی افراد را معمولا در متونی که بیانگر این اندیشههاست جستجو میکنند، ولی در خصوص سیاستمداران، بررسی عملکردها و موضعگیریهای سیاسی آنان نیز مورد توجه واقع میشود. از طرف دیگر نگاه موجود به قواعد حاکم بر صحنه بینالمللی و الگوهای جداسازی حکومتها (وجه خارجی حاکمیت) و جداسازی افراد در صحنه بینالمللی (تابعیت) میتواند در تبیین نگاه ویژه آنها به قواعد بینالملل روشنگر باشد. سوالی که در اینجا مطرح است آن است که آیا در نگاه امام خمینی (ره) قواعد حاکم بر صحنه بینالمللی بطورمطلق قابل پذیرش هستند؟ اگر نیستتند ملاک و میزان پذیرش یا عدم پذیرش این قواعد چیست؟ (مسئله). مسلم آن استکه همه کشورها در چارچوب منافع ملی خود و بر اساس قدرت خویش قائل به محدودیتهایی برای این قواعد هستند. در این مقاله با استفاده از روش تحلیلی – توصیفی (روش) به این نتیجه رسیدهایم که در نگاه امام خمینی (ره) شاخص مهم دیگری به ملاکهای فوق اضافه شده (فرضیه) و آن «عدم تعارض این قواعد با اصول ثابت و مسلم اسلامی» است و چنین به نظر میرسد که ایشان با مبنا قرار دادن این اصول، آن بخش از قواعد حقوق بینالملل را که صرفا بر مبنای اندیشههای غرب شکل گرفته را به چالش میکشاند
Transparency, as one of the new concepts in the last century, has attracted the attention of many scientists as one of the indicators of good governance. In Islamic researches, there have been many researches about matching the characteristics of good governance with Islamic thought. This research with the topic of "the place of transparency in good governance in Alevi thought" examines and applies the component of transparency in the governance and thought of Imam Ali (a.s.). This research has put Nahj al-Balagha as the basis for the study of Alawite thought and aims to answer the question of what place transparency has in Alawite thought and governance. For this research, thematic analysis method has been used as one of the most widely used data analysis methods. After studying and investigating, transparency in Alevi thought was divided into two sections: "The content of transparency in Alevi thought and governance" and "Necessities of transparency in Alevi thought and governance" and the results of the research show that in Alevi thought and governance Transparency has been at the highest possible levels and it has been explicitly mentioned.
