Abstract:
برنامهریزی شهری در ایران، از هزارة ششم تاءاول قبل از میلاد آغاز شد. بعدها دولتهای ماد. هخامتشی, ساسانی, سلاجقه. آلبویه. صفویه و قاجاریان نقش جدّیتری در این راستا ایفا کردند. امور اداری و سیاسی بر عهدة حاکم. آمور اجتماعی و اقتصادی بر عهدة امور انتظامی پر عهدة داروغه و امور قضایی بر عهدة قضات گذاشته شده بود. با پیروزی انقلاب مشروطة ایران. چهارمین قانون مصوّب درا تاریخ حقوق و قانونگذاری ایران» «قانون بلدیه» مصوّب ربیعالدانی ۱۳۲۵هق. بود. در دوران معاصرء اداراتی چون ادارة تنظیف؛ روشتایی: بلدیه. انجمن بلدی» انجمن ولایثی و شهرداری و.. تشکیل شد. تا انتظامات شهری که همگام با رشد جمعیت. توسعه مییافت. دقیقتر مدوّن گردد. اما اوّلین برنامهریزی جدی شهری مربوط به عصر پهلوی اوّل (۱۹۳۰م.) و در شهر تهران انجام شد. در این دوره. مجلس, پس از شاه و دربارء ارتش نوین و وزارت عدلیه. از مهمترین ارکان قدرت در ساختار سیاسی حکومت محسوب میشد که به موجب اصول ،۱۵ ،۱۷ ،۱۸، ۲۳ ،۲۴ ۲۵ و ۲۹ قانون اساسی و اصول ۰۱۵ ۴۳ و ۴۵ متمّم قانون اساسی. مهمترین نهاد در تصمیمگیریهای کشور به حساب میآمد. در این دوران همزمان با اجرای پروژة اصلاحات. توسعة شهری و تغییر بافت شهری مورد توجّه دولت قرار گرفت و قوانین متعدّدی تصویب شد؛ از مهمترین این قوانین, «قانون بلدیه» مصوّب ۲۰ اردیبهشت ۱۳۰۹ و «قانون احداث و توسعة معابر و خیابانها» مصوّب ۲۳ آبان ۱۳۱۲ و «آییننامه وصول عوارض شهرداری» مصوّب ۱۳ مهر ۱۳۱۷هش. را میتوان نام برد. نویسنده در این مقاله درصدد پاسخگویی به سه سوّال زیر است: ۱- پیشینه برنامهریزی شهری در ایران از آغاز تا دورة قاجار چگونه انجام شده است؟ ۲- تقاضاهای مردم و نوع نگرش و مباحثات نمایندگان مجلس در این خصوص چگونه بوده است؟ ۳ جایگاه مجلس شورای ملّی در حوزة برنامهریزی شهری دور پهلوی اوّل چه بوده است؟ ۴ قوانین عام و خاص مصوّب مجلس شورای ملّی در این خصوص کداماند؟
Urban planning came to birth in Iran between the sixth and first millennia BCE. Later on, the
Median, Achaemenid, Sassanid, Seljuk, Buyid, Safavid and Qajar dynasties played a decisive role
in this regard. The politico-administrative affairs were run by the governor, socio-economic affairs
by the marshal, disciplinary affairs by the sheriff and legal affairs by the magistrates. After the
victory of the Iranian Constitutional Revolution, the Municipality Law was the fourth law enacted
in 1907.
In contemporary Iran, bureaus of calculation, city cleaning, electricity, municipality, urban
association and rural association were established to maintain harmony between the urban affairs
and population growth. However, urban planning issues were seriously addressed by Reza Shah in
Tehran. Preceded by the king and royal court, modern army and the ministry of justice, the
parliament was the fourth pillar of political power and the most important decision-making entity
under the articles 15, 17, 18, 23, 24, 25, 29 of the Iranian constitution and articles 15, 43 and 45 of
its amendment.
In line with reform project, urban development, reconstruction and renewal attracted the
government's attention, and different laws were ratified the most important of which were the
Municipality Law (9 May 1930), Street and Paths Construction and Development Law (13
November 1933) and Municipality Tax Collection Bylaw (4 October 1938).
The author of this paper seeks to answer the following questions:
1. How was urban planning addressed form its inception to the Qajar era?
2. What approach did people and members of parliament take to urban planning?
3. What role did the parliament play in urban planning in Reza Shah era?
4. What general and special laws did the parliament ratify in this regard?
