چکیده:
بدون تردید سیل به عنوان یکی از مه مترین بلایای طبیعی شناخته شده است. همچنین در عمل، سیلاب هم از نظر تلفات جانی و هم از نظر خسارات مالی مهیب ترین بلایای جوی در جهان محسوب می گردد.
در یک دوره ده ساله در دنیا (1997-1988) حدود 390000 نفر در اثر بلایای طبیعی در جهان کشته شدند که 58% این آمار مربوط به تلفات سیل، 26% مربوط به زلزله و 16% در اثر طوفان و بلایای دیگر بوده است .
خسارات مالی این دوره کوتاه درحدود 700 میلیارد دلار بوده است که 33% از آن مربوط به سیل و 29% مربوط به زلزله و 28% آن مربوط به طوفان بوده است. در طول تاریخ، انسانها به سوی زمین های حاصلخیزی که در مسیر سیل های پیشین قراردارند جذب شده و با نزدیک شدن به منابع غنی آب و غذای این زمین ها، زندگیشان را آسانتر کرده اند. همان رودخانه یا جریان آبی که معاش انسانها را فراهم می آورد آنها را در برابر سیل آسیب پذیرتر می کند.
سیل می تواند بر اثر بارندگی سنگینی، تجمع رسوبات سنگین و غیرطبیعی پشت سدها یا نارسایی آنها، ذوب سریع برفها، مسدودشدن رودخانه به علت ریزش کوه یا انفجار مخازن آب به وجود آید.
Undoubtedly, floods are known as one of the most important natural disasters. In practice, the flood is considered to be the most enormous disaster in terms of mortality and financial losses.
In a ten-year period in the world (1988-1988), about 390000 people were killed by natural disasters, 58% of which were flood casualties, 26% related to earthquakes, and 16% were caused by storms and other disasters.
The related financial losses in this short period were about $ 700 billion, 33% of which caused by flood, 29% by earthquake and 28% were related to the storm. Throughout history, humans have been attracted to the fertile lands that are located on the course of previous floods, and have made their lives easier by settling close to rich sources of water and food in these lands. The same river or water flow that provides people with livelihood will make them more vulnerable to flooding.
Flood can be caused by heavy rainfall, accumulation of heavy and abnormal sediment behind dams or dams’ failure, rapid melting of snow, blockage of the course of rivers due to landslides, or explosions of water reservoirs.
