چکیده:
ایده شهر سالم طرح آرمان گرایانهای است. با اینکه سابقه طرح آن به بیش از چند سال نمیرسد، معهذا ریشههای تاریخی آن بس طولانی و پرفراز و نشیب است. در واقع سال 1984 نقطه عطفی برای این مقوله است که با همت اشخاصی چون پرفسور دهل، دکتر اشتون و استقبال بیدریغ سازمان بهداشت جهانی (WHO) که آنرا در راستای ضمانت اجرایی اهداف و سیاستهایش میدید، منجر به ارائه و بعضا اجرای الگوها و سیاستهای نوینی در این راه گردید، بطوریکه پس از گذشت بیش از دو دهه، اینک ایده شهر سالم تبدیل به نهضت جهانی گردیده است.
بعد از انقلاب صنعتی، تحولاتی که در جنبههای مختلف در شهرها روی داده، موجب شده مسائل و مشکلات زیادی گریبانگیر شهرها شود. در این ارتباط شهرها دچار مشکلات عدیدهای از جمله انفجار جمعیت، تراکم رشد فزاینده، کمبود مسکن، مشکلات فقر، گسستگی رابطه بین شهر و طبیعت، آلودگی هوا و صدا و ترافیک وسایل موتوری، زاغههای ناسالم، کاهش سطح زندگی سالم اجتماعی و غیره مواجه شدند. طبق پیشبینیهای سازمان بهداشت جهانی، تا سال 2025 میلادی بیش از 60 در صد جمعیت جهان شهرنشین خواهند شد. این جمعیت شهرنشین بیش از پیش مشکلات را تشدید خواهند کرد. با توجه به این که شهرها موجوداتی زنده و پویا و انسان محور هستند، اهمیت برنامهریزی شهر سالم با توجه به اصول و معیارهای آن در طول برنامهریزی بلند مدت برای شهرها ضروری میباشد. این مقاله به روش توصیفی- تحلیلی و با هدف شناخت اصول و معیارهای شهر سالم تهیه شده است.
The idea of healthy city is an idealistic plan. Although the plan is not more than a few years old, yet its historical roots are very long and vicissitudinous. In fact, 1984 was a turning point in which endeavors of people like professor Dehel, Dr. Eshton and immense supports of World Health Organizations led into introducing and sometimes enforcement of new patterns and policies so that now after more than two decades the idea of healthy city has turned into a global movement.
After the Industrial Revolution, different changes in cities resulted in many problems and issues entangling cities. Therefore, cities faced numerous problems like population explosion, growing growth density, limited housing, poverty problems, breakdown of the city - nature relation, air and noise pollution, unhealthy slums, decrease in healthy level of social life and etc. According to WHO predictions, by 2005 more than 60 percent of the world population will be among urbanites. This urban population will intensify the present problems. Since cities are alive, dynamic and human-centered, planning a healthy city based on its standards and principles is necessary in long term. The present descriptive-analytic article seeks to understand standards and principles of healthy city.
