Modernization model of Pahlavi II Regime was launched in the social and economic aspects in Iranian society، and all centralized state plans like the White Revolution، the Local Councils Bill and so on were arranged in line with this process. Due to authoritarianism and patrimonial features of Pahlavi regime، the plans didn't include political and religious spheres، and hence the plans essentially contradicted social forces of the new middle، traditional، low and even high classes. The main research question is: Why did not the process of modernization include the political sphere، which generated conflicts with religious and political oppositions? Research hypothesis: The regime’s reforms aimed to strengthen the its foundations، weaken the social basis of religious and political oppositions، undermine the participation of political opponents in the process of power، and weaken the role of religion and its leaders، the clergy. Hence، modernization failed and made deep identification and social gaps which led to the collapse of regime. In this study، conflicts within the process of modernization of Pahlavi II، the gap between the classes and modernization process are analyzed through historical content analysis method and political sociology. The data were collected through library method.
