چکیده:
رﺳـﺎﻧﻪ ﻫﺎ ﺑـﺎ ﮐﺎرﮐﺮدﻫـﺎی ﺧـﻮد اﻋـﻢ از اﻃﻼع رﺳـﺎﻧﻰ و ﺧﺒـﺮ، آﻣﻮزش، ﺗﻔﺮﯾـﺢ و ﺳـﺮﮔﺮﻣﻰ و ﻏﯿﺮه،ﻫﻤـﻮاره ﻣﻮردﺗﻮﺟـﻪ ﺑـﻮده و ﺑﻪ ﮐﺎرﮔﯿﺮﻧـﺪﮔﺎن آن ﻫـﺎ در ﭘﻰ اﺳـﺘﻔﺎدة ﺑﻬﺘﺮ و ﻣﺆﺛﺮﺗﺮ از آن ﻫـﺎ ﺑﻮده اﻧﺪ. دوﻟﺖ ﻫـﺎ ﻫـﻢ از ﻫﻤـﺎن آﻏـﺎز ﺑـﺎ درک ﺗﺄﺛﯿـﺮ اﯾـﻦ اﺑﺰارﻫـﺎ ﺑـﺮ راﺑﻄـﮥ ﻣﯿـﺎن آن ﻫـﺎ و ذی ﻧﻔﻌﺎﻧﺸـﺎن،ﻻﺟـﺮم ﺧـﻮد را از اﺳـﺘﻔﺎدة آن ﻫـﺎ ﺑﻰ ﻧﯿـﺎز ﻧﻤﻰ دﯾﺪﻧـﺪ؛ اﻣـﺎ اﻣـﺮوزه، ﺑـﺎ ﭘﯿﭽﯿﺪه ﺗﺮﺷـﺪن ارﺗﺒﺎﻃـﺎت و ﻇﻬـﻮر رﺳـﺎﻧﻪ ﻫﺎی ﻧﻮﯾـﻦ ﺑـﺎ ﮐﺎرﮐﺮدﻫﺎﯾـﻰ ﻧﻈﯿـﺮ ارﺗﺒـﺎط، اﺗﺼـﺎل، ﻫﻤـﮑﺎری و ﺗﺸـﺮﯾﮏ ﻣﺴـﺎﻋﻰ ﮐـﻪ در ذات اﯾـﻦ رﺳـﺎﻧﻪ ﻫﺎ وﺟـﻮد دارد، ﺑﺮﺧـﻰ دوﻟﺖ ﻫـﺎ ﻧﯿـﺰ ﻣﺎﻧﻨـﺪ ﺑﻨﮕﺎه ﻫـﺎ ﺑـﻪ ﮐﺎرﺑـﺮد ﺑﯿﺸـﺘﺮ اﯾـﻦ اﺑﺰارﻫـﺎ ﭘﻰ ﺑﺮده اﻧـﺪ و در ﭘـﻰ اﺳـﺘﻔﺎدة از آن ﻫـﺎ ﺑـﺮای ﺧﺪﻣﺎت رﺳـﺎﻧﻰ ﺑﻬﺘـﺮ، ﻣﺴـﺘﻘﯿﻢ ﺗﺮ و ﺷﺨﺼﻰ ﺳﺎزی ﺷـﺪه ﺗﺮی ﻫﺴـﺘﻨﺪ. ﮐﺘـﺎب رﺳـﺎﻧﻪ ﻫﺎی اﺟﺘﻤﺎﻋـﻰ ﺑـﺮای ﺧﺪﻣـﺎت دوﻟﺘـﻰ ﮐـﻪ اﯾـﻦ ﻧﻮﺷـﺘﺎر ﺑـﻪ ﻣﻌﺮﻓـﻰ و ﻧﻘـﺪ آن ﻣﻰ ﭘـﺮدازد، درﺧﺼـﻮص اﺳـﺘﻔﺎدة دوﻟﺘـﻰ از رﺳـﺎﻧﻪ ﻫﺎی اﺟﺘﻤﺎﻋـﻰ ﺣـﺎوی ﻧـﮑﺎت ﺑﺮﺟﺴـﺘﻪ و ﺧﻮﺑـﻰ اﺳـﺖ و در اﯾـﻦ راﺑﻄـﻪ ﺟـﺰء اوﻟﯿﻦ ﻫﺎ ﻣﺤﺴـﻮب ﻣﻰ ﺷـﻮد.
The media have always been concerned with their several
functions, such as the provision of information and news,
education, recreation and entertainment. Media consumers
have sought to use the media more effectively and efficiently.
Governments understand the impact of the media on the
relationship between themselves and their stakeholders and
so realize their need for the media. Today, however, given the
complexity of communications and the emergence of new
media with functions such as interconnection, collaboration,
and cooperation, some governments are harnessing the media to
provide better and more personalized services for their citizens.
The book Government 2.0: Social media for government services,
which is reviewed in this paper, contains some outstanding points
about social media and their potential use by government and is
one of the first books in this field.
