چکیده:
بررسی عوامل موثر بر گذار دموکراتیک و تبیین موفقیت و ناکامی کشورها در دموکراتیزهکردن سیاست مسئله اصلی نوشتار حاضر است. استدلال مقاله با استناد به رویکردهای نظری این است که دموکراسی به مثابه ساختار توسعهیافته سیاست تابعی از توسعهیافتگی ساختارهای اقتصادی، اجتماعی و فرهنگی است. این مقاله به صورتبندی فرضیات ششگانه «اثر رشد اقتصادی»، «اثر نابرابری اقتصادی»، «اثر دولت رانتیر»، «اثر مدرنیزاسیون»، «اثر سرمایه اجتماعی» و «اثر فرهنگ دموکراتیک» بر دموکراسی پرداخته و آنها را به آزمون تجربی گذاشته است. به لحاظ روششناختی، این مطالعه به شیوه تطبیقی میانکشوری و با استفاده از تحلیل ثانویه دادههای جهانی برای 79 کشور جهان در فاصله 2005 تا 2014 به اجرا درآمده است. دادههای «شاخص دموکراسی» از پایگاه اطلاعات اکونومیست استخراج شده و در قالب مولفههای سهگانه «روند انتخابات و کثرتگرایی»، «عملکرد دولت» و «آزادیهای مدنی» مورد سنجش قرار گرفته است. نتایج تبیینی بیانگر این است که در بین متغیرهای اقتصادی اثر «درآمد سرانه» بر شاخص دموکراسی مثبت و البته غیرمستقیم و اثر «درآمدهای رانتی» منفی و ضددموکراتیک است. سازههای «مدرنیزاسیون»، «سرمایه اجتماعی» و «فرهنگ دموکراتیک» نیز به مثابه متغیرهای اجتماعی و فرهنگی اثرات تعیینکنندهای بر شاخص دموکراسی دارند، اگرچه تاثیر «مدرنیزاسیون» غیرمستقیم بوده و با واسطه در تسهیل و تقویت روندهای دموکراتیک ایفای نقش میکند.
The main purpose of this paper is to study the factors that influence democratic transition and to explain the success and failure of countries in political democratization. The theoretical approach of the article is based on the fact that democracy-as the developed political structure - is dependent on developed economic, social and cultural structures. In this framework, the paper tries to develop six hypotheses including: the economic growth effect, the economic inequality effect, the rentier state effect, the modernization effect, the social capital effect and the democratic culture effect on democracy index and has tested them experimentally. Methodologically, this study has been performed by comparative inter-Country method using the secondary analysis of global data for 79 countries between 2005 and 2014. The data on democracy index has been taken from Economist Intelligence Unit (EIU) and evaluated in form of three components including: electoral procedure and pluralism, government function and civil liberties. Explanatory results indicate that among economic variables, the influence of per capita income on democracy indicator has been positive and indirect while the impact of rentier incomes is negative and antidemocratic. As social and cultural indexes, the modernization, social capital and democratic culture variables have significant impacts on democracy index even though the modernization has an indirect impact and plays its role as a mediator on simplifying and reinforcing the democratic procedures.
