چکیده:
شواهد موجود حاکی از فقدان هرگونه درگیری جدی در شمالگان است، اما تلاش مسکو برای تقویت دارایی ها و مواضع نظامی خود در این منطقه از سوی محافل رسانه ای و سیاسی غرب به طور عمده به نظامی گری تعبیر شده است. با این همه، تاکید تمامی اسناد راهبردی روسیه بر انتفاع اقتصادی روسیه از منابع و مسیرهای ناوبری شمالگان است و به هیچ تهدید نظامی خاصی در این منطقه ارجاع نمی دهند. این نوشتار با هدف ارزیابی ماهیت حضور و گسترش نظامی مسکو در ناحیه شمالگان فدراسیون روسیه به منظور کشف نسبت آن با دو مقوله نوسازی نظامی و نظامی گری تدوین شده است. بنابراین پرسش محوری مقاله این است که آیا «ماهیت حضور و گسترش توانایی های نظامی روسیه در شمالگان طی یک دهه اخیر به طور عمده مبتنی بر نوسازی نظامی بوده و یا نظامی گری؟و چرا؟» پاسخ اولیه این بوده است که «ماهیت حضور و گسترش توانایی های نظامی روسیه در شمالگان طی یک دهه اخیر به دلیل اهداف راهبردی مسکو (شامل دفاع از حق حاکمیت این کشور در ناحیه شمالگان فدراسیون روسیه در برابر ناتو، حمایت از منافع اقتصادی و کشتیرانی و بهره مندی از آنها و رسمیت بخشیدن به نقش روسیه بهعنوان یک قدرت بزرگ) مبتنی بر نوسازی نظامی و نه نظامی گری بوده است». یافته های مقاله نیز با روش توصیفی-تحلیلی و توسل به دوگانه تدافعی-تهاجمی تحت رویکرد نظری نوواقعگرایی صورت پذیرفته است.
Although there are currently no indications of conflict in the Arctic, Moscow's attempts to strengthen its assets and military positions in the region have been interpreted largely as militarism by Western media and political think tanks. However, all Russian strategic documents emphasize on Russia's economic profits being gained through the resources and routes of the Arctic and do not refer to any particular military threat in the region. This literature is to assess the nature of Moscow’s military presence and expansion in the Arctic Zone of the Russian Federation, in order to discover its relation with two concepts of military modernization and militarism. Therefore, the author tries to find out the nature of the presence and expansion of Russian military capabilities in the Arctic over the past decade has mainly been based on military modernization or militarism, and its reasons. The basic findings prove that the nature of the presence and expansion of Russian military capabilities in the Arctic over the past decade have been due to Moscow's strategic goals (including defending its sovereignty in the Arctic Zone of the Russian Federation against NATO, supporting economic interests and shipbuilding and benefiting them, and formalizing the role of Russia as a major power); based on military modernization and not militarism. Using descriptive-analytical method and relying on a defensive-invasive dualism under the theoretical approach of neo-realization, the author tries to tell why the research findings provide an answer to the research question.

مسکو به ويژه پس از رويارويي هاي با غـرب طـي جنـگ آگوسـت ٢٠٠٨ بـا گرجـستان ، مداخله در بحران اوکراين و الحاق کريمه به روسيه در سال ٢٠١٤ و حضور نظامي در سـوريه بـراي حمايـت از دولـت ايـن کـشور، نيـاز فزاينـده اي بـه کـسب مزيـت سياسـي از طريـق سرمايه گذاري در بخش هاي انرژي ، حمل ونقل و توسعه نظامي شمالگان احساس نمـود کـه در دو مورد نخست به دليل مواجه با تحريم هاي غرب تا حد زيادي ناکـام مانـد.
Military Modernization شـده انـد کـه ضـمن ارائـه شــواهد احتمـالي از هـر دو رويکـرد نوسـازي نظـامي /تـدافعي و نظامي گري /تهاجمي روسيه در شمالگان ، تحليل هاي مبتني بر نسبت ميان اتخـاذ هـر يـک از اين دو رويکرد با تحقق اهداف شمالگان اين کشور را نيز شامل شود.
2008 Arctic Strategy حالي که دومي در درجه نخست با هدف بهره مندي روسيه از منافع و ظرفيـت هـاي نهفتـه در شمالگان طراحي شده است و بر توسـعه اقتـصادي و اجتمـاعي ناحيـه شـمالگان فدراسـيون روسيه تأکيد دارد.
