چکیده:
زمینه: با وجود اهمیت جذب نخبگان، در سازمان های دولتی به این موضوع کمتر پرداخته شده است. هدف این پژوهش ارایه مدل جذب نخبگان در سازمانهای دولتی مبتنی بر اخلاق و بسترهای فرهنگی خاص جامعه ایرانی است.
روش: پژوهش پیش رو در زمره پژوهش های کیفی بود. جامعه آماری خبرگان مدیریت دولتی و کارشناسان منابع انسانی سازمان های دولتی ایران بود که با استفاده از روش نمونه گیری خوشه ای 60 نفر به عنوان نمونه انخاب شدند( 15 نفر برای تدوین پرسشنامه و 45 نفر برای شرایط پژوهشی استفاده شدند). داده ها با استفاده از پرسشنامه و مصاحبه جمع آوری شد. برای تحلیل داده ها و تعیین اثربخشی مدل از تحلیل دلفی و کد نویسی در نرم افزار GAMS استفاده شده است.
یافته ها: بر اساس یافته ها حد بهینه ابعاد مدل در وضع مطلوب نسبت به وضع موجود افزایش یافته است. در خصوص تحلیل عوامل موثر و تحلیل رقبا این افزایش تقریبا 20% و برای سایر ابعاد (تعریف شایستگی ها و تدوین ابزار جذب) حدود 33% می باشد.
نتیجه گیری: نتایج نشان داد بین وضع موجود و وضع مطلوب اختلاف معناداری وجود دارد. از مهمترین دلایل این امر وجود موانع فرهنگی پیش روی فرایند جذب است. رفع این موانع یکی از ضرورتهای اساسی در جهت بهینه سازی مدل ارایه شده است.
Background: Despite the importance of recruiting elites, less attention has been paid to government agencies. The purpose of this study is to present a model of elite recruitment in government agencies based on ethics and specific cultural contexts of Iranian society.
Method: The current research was among qualitative research. The statistical population consisted of public administration experts and human resources experts of Iranian governmental organizations who were selected using cluster sampling method (60 persons were selected for questionnaire and 45 for research conditions). Data were collected using questionnaires and interviews. Delphi analysis and coding in GAMS software were used to analyze the data and determine the effectiveness of the model.
Results: According to the findings, the optimal limit of the model's dimensions was increased in the optimal condition compared to the existing one. In terms of effective factor analysis and competitor analysis, this increase is approximately 20% and for other dimensions (competency definition and formulation of absorption tools) approximately 33%.
Conclusion: The results showed that there is a significant difference between the status quo and the status quo. One of the most important reasons for this is the cultural barriers to the recruitment process. Removing these barriers is one of the essential requirements for model optimization.
